How to Read Command Line Commands to your program?

I probably phrased that in a very dumb way.
What I mean is let's say my program is ping.exe (the ping tool)
How would I make it so that when I type in "ping vbforums.com" my program can receive the command?
Also, how do I make the app receive this command: "C:\example.exe -noshow"
