VS 2012 Transparent picturebox in front of textbox??

Hi Again

How do I get a transparent picturebox to show up in front of some textboxes??

I've tried to bring it in front in the designer and there it shows in front of the textboxes but when I run the debug the textboxes are in front of the picturebox.

What am I doing wrong???
